A wild guess is that the vendor software is using the MVS TESTAUTH macro which is about the simplest API in z/OS. My guess is that TESTAUTH is telling the truth, i.e., the program is not authorized, probably for the reason suggested by an earlier respondent: the specified alias name does not match the APF library list.
