Thank you all for the info about xmit manager - it works beautifully and may 
come in handy.

I do not know why there was a problem about it.

All I did was run the tso command:
XMIT xxxxx.userid da('MY.PDS') OUTDSN('FLAT.PDS')

Then I downloaded to the pc with ftp from cmd.exe:

cd xmit.dir
FTP MVS.IP.ADDR
bin
get 'FLAT.PDS' flat
bye

then with xmit manager, selected OPEN and pointed to directory where file 
'flat' was located and boom - 
all the pds members showed up and could be viewed.

It's a local utility.  The transport mechanism is left as an exercise
for the student.

Don't expect it to convert load modules to .exe.
