Readable does not mean usable later on.

The presumption is that you would upload the files to z/OS again at some
point to be used.  XMIT manager is just a convenient way to be able to 
read those TSO XMIT files on another platform.   

So assuming you would ever want to use the files again (as opposed to just
being able to look at them on a PC), TSO XMIT is the way to go.  

As far as documenting a special format, there is nothing special about EBCDIC
data, the problem here is a difference in platforms.
