There is no documented use of IDENTIFY that performs this function.
All documented uses of IDENTIFY work on an already-created CDE (possibly 
LPDE too, I can't remember).
Directed LOAD creates no CDE.

If you do an IDENTIFY on something that is in LPA, and you are 
appropriately authorized, it creates a CDE on the active LPA queue.
