answer to my second question: how do "permanent" load?

Anyone have an answer to my first question (which is mooted if CSVDYLPA
lives up to its promise): what is "until address space terminates" in
context of LOAD EOM=YES? 

Also my apologies for the typo in the subject line. How did I mean to type
space and have it come out spec? Not even close.
