I would expect the translation file then to contain 
"&Quit" -> "&Beenden"

for german. This would trigger a shortcut involving the B when german
language is selected.

When there is no letter available, I would expect the PO file to
have something like: 

"&Quit" -> "afsluiten"

to indicate that no hotkey is available in the Dutch translation.

It would be wrong/fuzzy if you change the source text: 

"Quit" -> "afsluiten"

Right?

So looking for a hotkey is desirable, but not essential.
