Maybe West Coast has high tendency of loading fake player. I think you should unload it and ask them (whoever is responsible for the blacklist) to take your servers off the list. Although I think it would be fair only if the servers stayed on blacklist forever and had to change their IPs. Oh wait.. It's still not fair! I'm sorry if you never used fake player on your servers though. That would suck. :(
