The message you saw should have explicitly mentioned ‘the Internet and the Guix substitute server’ (although there are two). The test passes if either one returns a HTTP 200 OK. Both servers return 200 here, now. Unsatisfying as it may be: have you simply tried again? Perhaps both CI servers were overloaded, off-line, or suffered from some other coincidental glitch.
