Hi, Abid. That is the purpose of failsafe.cf, you are correct. However, in version 3.2.1 (I haven't played with 3.3. yet), the failsafe is run before the main config is run, every time; and the main config is NOT run if the failsafe cannot be run. This is defined in exec_command in the executor section in promises.cf .
