Tero, I'm sure we could come up with something to handle the case you mention, but before we go there, I have to ask: wouldn't it be easier to use edit_defaults => empty? Using the new template facility in 3.3.0 (http://cfengine.com/blog/cfengine-330-release-notes) it should be fairly easy to create the file with the appropriate content without the need to iterate over the file multiple times (which you mentioned in your original post).
