Just tested with the final 3.3.0 release and I get the same behaviour. Values are properly overridden when no classes section is present. R: conf: x R: conf: xx R: conf: value3 Values are not overridden when a classes section is present. No classes need be defined for the behavior, an empty section will suffice.
