Now that you mention it, I vaguely remember reading that somewhere, although I 
can't find where I read it now. :)

Anyway, that answers my first question.  I can change the reports class in 
"rh_chkconfig_status.cf" to "cfengine_3", which is, as far as I can tell, 
effectively another way of saying "any".

But it doesn't answer my second question: just to be sure, I changed my 
"need_ntp" expression to be "linux|cfengine_3" (rather than "any"), but the 
behavior I described remains unchanged; it still doesn't report whether ntpd is 
enabled or not.
