This somewhat makes sense.  If you promise to warn about a file's state, then 
that promise is kept if the warning is generated describing whether or not the 
rest of the promise's attributes are in-sync.  The warn-only value for a 
command promise still runs the command though, right?  So that's repaired.  
IMHO, a command promise would seem to always be repaired if it's run, as the 
command was not running when cf-agent started, and the promise has to be 
repaired to be kept.
