I agree with you two on both counts. I would expect the meaning of 'promise_repaired' to apply only to promises which converged after having been found to be out of convergence. I would also hope, from a practical standpoint, for "warn_only" promises that are out of convergence to fall into the "not kept" category - otherwise, as Neil points out, compliance reports are not as meaningful. That said, one could make the argument that the promiser's intent, in a "warn only" promise, is not to bring itself itself into convergence, but instead to warn that it is out of convergence -- and so, the promise is kept?
