According to the docs: The process_stop is also arguably a command, but it should be an ephemeral command that does not lead to a persistent process. It is intended only for commands of the form ‘/etc/inetd service stop’, not for processes that persist. Processes are restarted at the end of a bundle's execution, but stop commands are executed immediately. I'd agree that this is a little weak, but there seems to be some overlap between the idea of "processes" and "services". I get the feeling that processes is services' little brother who got dropped on his head while young. You can still get pretty much the same result with processes as with services - but processes needs more instruction, and has to ask commands for help periodically.
