I had used the pre-built rpm package from the cfengine web site and it was working correctly on other servers so I was pretty sure it was not the rpm itself. The problem seems to have been caused by running a global yum update on the policy server but not including the kernel in the update. I updated the kernel this morning and the errors that appeared every 20 minutes when the client servers connected have disappeared. Some library somewhere must have been updated but had dependencies not found in the old kernel or some unreasonable facsimile there of....
