I suggest doing an experiment to see what happens. I think you'll find that the granularity of Cfengine's locking is designed to avoid this kind of contention (that is exactly what it was introduced for). But also, more than that, the expireafter feature allows you to look at a process that has hung for some reason and kill it after an expiry time, and restart it. So the locking features give you peace of mind and control over the behaviour without needing to be hands-on.
