It is very difficult to understand the intention of the policy if there are so many promises attached to a single file. This method may work but I would not consider it a best practice approach. Typically I deal with file contents promises is three ways. 1. Small single promise edits. 2. Copy a master file to the target. 3. Copy a master template file and expand variables.
