Hi Neil,

ifelapsed is not quite what i'm after:

The minimum time (in minutes) which should have passed since the last time that 
promise was verified. It will not be executed again until this amount of time 
has elapsed. (Default time is 1 minute.) 

However, I'm referring to the behaviour during the convergence phase -  the 
module is called, then called again, and again, and so on, until cfengine feels 
that things have converged.

I don't want to stop that behaviour, I just want my module to be called at most 
once per call to cf-agent, i,e., an upper bound of one call to the module per 
cfengine's convergence phase.
