This seems to be for Cfengine 2 only, so it's now deprecated. As I guess you've realized, the current version is Cfengine 3.x, so make sure any tutorials you follow apply to that version. A quick way of checking is that all binaries are now called cf-* (like cf-agent) instead of the old naming "cf*" in Cfengine 2 (like cfagent). Did you see the binary packages on cfengine.org? They make installation a breeze. You have to register and log in ("Engine Room" > "My cache"). Check out http://www.cfengine.org/pages/software.
