I went back to this quite old topic because it became obvious to me that the important part of runagent's functionality have been missing since that restriction came into place. The typical cf-runagent usage is to enforce (push) changes at the target host. But currently it means that one must run cf-runagent twice to enforce changes, because first run will be spend for update process and only second might produce the desired state. That's not quite what it's wanted.
