Understood.  The hard classes appear to be defined to me, so it seems odd that 
the custom ones aren't.

Aaron,

The only suspicious thing which I've noticed here is that usage of 
@(IT_DEV_CF3TEST) for defining the IT_DEV class. Did you check out the output 
of cf-promises -v for the classes defined? Since I don't see any definition for 
"cf3server_1", "cf3client_1", and "cf3client_2" classes, I suppose you refer to 
the hard classes (i.e. hostnames). If neither one is defined, IT_DEV isn't 
defined, too.
