Neil,

I don't understand the distinction you're trying to make. The policy server 
calls the hostsseen() function and then has files promise to fetch two files, 
fluctuations.nov and mean_field.nov, from every host in the slist returned from 
hostsseen using the remote_cp copy_from body. This is done by cf-agent on the 
policy server contacting the remote cf-serverd. The default timeout for the 
agent, according to the reference manual, is 10 seconds but this seemed to take 
much longer to time out. I'll see if I can gather some metrics on it. Maybe 
that will shed light on the issue.

Does the Nova server really attempt to contact the remote client or is it 
another case of an agent on the server contacting a cf-serverd process on 
the client?  If so perhaps reducing the agent timeout would help you.
