I have it on my new policy server that I haven't started using yet. Just 
installed and turned on Nova (so the default bundlesequence and inputs are 
there) and the file was being created.

Can you get allclasses.txt without needing some form of inputs?  When I'm 
building or bootstrapping new architecture clients I often don't have fully 
prepared inputs ready.  This is where handshake tests and hard class outputs 
are very valuable.
