I'll send an update version soon, still waiting for feedback 
in some points. (is $VERSION$ okay for everybody? is it okay 
to use long filenames?)

I think such formal reviewing process is unnecessary at this 
point. Anyone can review everything on SVN, and issue corrections 
as needed on SVN, or by sending patches (similar to source code).

Since we don't know yet who will actually submit 
documentation, in the very beginning I think either someone 
with R/W rights (you, if you take this task :) should commit 
them on behalf of document writers, or even someone new who 
volunteers for this task, can get R/W right and do the commits.

Later, when we see who exactly needs R/W right to make things 
run smoother, we can invite those contributors as SVN users.
