Yes, this is the proper way.

hbmk2 already has an xMate to .hbp conversion option, 
I'd suggest to use this in HBIDE:
   hbmk2 -xhp=<file.xhp>

Pls hold on a little, I have to commit some fix to it.

In the meantime could you send me a sample .xhp file?
hbmk2 doesn't currently support parsing lib files, as 
I probably didn't have such example.
