Nobody seems to be interested, or waits for others to fix it. Someone will have to actually look into it. It's not a MINGW bug though, but a Harbour one. [ There is another bug in MINGW64 though which makes Harbour apps to crash in -shared mode. It may also be a Harbour problem, again someone should investigate.
