NG can be dropped IMO, it's not portable to all systems Harbour supports, especially the generator tools are missing. It's a thing of the past. troff is nice. Also pdf would be it. I can recommend hbhpdf in contrib, it's a very nice (and portable) pdf generation lib, all components are there ready to use.
