Here's the fix, so you don't have to wait for my commit:

Put line:
HB_EXTERN_BEGIN
before this line:
extern int cSend( char * szCmd );
and put line
HB_EXTERN_END
after it.

I am generating the blat.lib starting the blat.dll thus:

\bcc55\bin\impdef.exe blat.def blat.dll
lib /def:blat.def
