Hi Leonardo,
Did you try building Harbour with HB_BUILD_IMPLIB=yes?
This way blat.lib will be generated for you automatically,
and hopefully in a usable form.

I am generating the blat.lib starting the blat.dll thus:
\bcc55\bin\impdef.exe blat.def blat.dll
