The idea was that macro compiler contain parts of the compiler inside, and the user code is complied at run time. Since the compiler itself is protected by GPL, the exception was ment to explicitly exclude the macro compiler from that requirement. There might had been issues with Bison output used at run-time by the macro compiler. The above is based on my poor memory for events happen 9 years ago. Dave Pearson was leading the legal concerns which led to the Harbour Exception.
