Here are the installetion steps for Oracle Client in OSX taken from

1. See the installation guide for all system requirements.
2. Download the appropriate Instant Client packages for your platform.
All installations REQUIRE the Basic package.
3. Unzip the packages into a single directory such as "instantclient".
4. Set the library loading path in your environment to the directory
in Step 2 ("instantclient"). On the Macintosh OSX platform,
DYLD_LIBRARY_PATH is the appropriate environment variable.
5. Start your application and enjoy.

Is Oracle wrong? :)
They could have done much worse. Maybe above could have
been improved either, but it's difficult to tell their
priorities from here, they must have their own reasons.
If they must use .dylibs or their users must use them,
or the majority of their users needs them, that's probably
the least impact solution which can solve the problem.
IOW I've never said this is not a solution per se, just as
I've never said .dylibs are something evil. Simply, some
users may no want to put with it, so if possible without
major drawbacks, it's a plus to avoid it and let it
"just work".
Above is still a working and viable possibility for any
Harbour apps built to use harbour.dylib. Nobody loses
anything.
