This seems to be a layer above the Windows API, so
it's not good for hbwhat32.

The hbwhat32 problem seems very easy to resolve, all it
takes is grabbing a GPL source for those include files
(I've proposed two of them), and convert them using the
same tools as were used for converting the Microsoft
files to .ch. This converter is proprietary though, and
I don't have it.

At least that's what the comments in these files suggest.

It would be good to hear Pritpal's opinion on this.
