Unlock it to what?

We are in Beta. That means no new features, only bug fixes. If that's what 
you're referring to, then fine.

When we make what we have stable enough to release, then we'll call it 1.0 and 
open the SVN for the tornado that will follow.

Right now, we need to be working toward a release candidate. And quickly.

I can. I haven't done many releases here and none with SVN, but if you'll all 
bear with me, I'll document it so it's more painless.
