I've had problems in the past with something, IIRC a hard drive not responding properly and the PC ended up waiting for ages before it would continue and, of course, it does that during the boot-up process. Might have been USB not HDF ... can't now remember for sure.

If you have a splash screen hiding the bootup log, , it may be worth getting rid of it whilst trouble-shooting as the log will likely stall at the relevant device or system.  /var/log/ probably has the text but doesn't easily show the stall.

If that gives a clue, but not enough, try removing devices to see if you can isolate the specific device or devices that are responsible.

Trying to remember back to my specific problem, I may have found a conflict between two devices.

As it's at startup, it's unlikely to be something like tired heat-sink compound or clogged heatsink, as those take time to happen, but those are also common roots for sporadic/random hangups.
