Colega en squid3.4* Delay pool no controla el ancho de banda
provenientes de https tendrias que configurar ssl-Bump para interceptar
esas peticiones, no se en squid4-6* no lo eh compilado pero en
squid3.5.23 por ejemplo Delay pool si controla el ancho de banda con
peticiones 443 por que yo lo tengo en debian 9 y pincha perfectamente salu2

Esta respuesta me la dieron en la lista de squid hace unas semanas.
While testing peering support for SslBump transactions[1], Factory has
discovered that delay pools are broken in Squid v4 and v5 as far as tunneled
traffic is concerned[2]. I do not have a stand-alone fix for that bug -- too
many changes surrounding the fixed code in that pull request, but it is
likely that the bug will be fixed in v5 if our pull request is accepted. The
proposed code is available for testing[3].

Espero que pronto lo puedan solucionar o tendre que seguir con el squid 3.5
