Yes, this is all described in the GNU maintainers guide:

  http://www.gnu.org/prep/maintain/html_node/Standard-Mailing-Lists.html

In fact, Savannah enforces/encourages that convention for GNU packages.

My initial question was more about whether it would make sense to create
such a list, rather than how to call it.  Sorry for being unclear!
