should the final patch-shebangs phase not include the generated output
path (well, the bin subdirectory) in its $PATH?

In texlive I see lines such as
patch-shebang: ./texmf-dist/tex/luatex/lualibs/lualibs-compat.lua: warning: no 
binary for interpreter `texlua' found in $PATH

The file starts with 
#!/usr/bin/env texlua
and texlua is a binary created in the texlive output (actually, bin/texlua is
a symbolic link to the elf binary bin/luatex).
