The only 8-bit characters in ru.tmac are on the ".ds \*[locale]" lines; the hyphenation codes are in tmac/hyphen.ru, loaded from ru.tmac via .hpf. So if (from groff's point of view) ru.tmac were a purely 7-bit file, hyphen.ru should be able to retain its 8-bit encoding.
