Debian's groff package doesn't carry any such patch.

I'd be thrilled if someone could contribute Portuguese localization to
groff.  Two things to note:

1.  Since groff 1.23.0 was released, Spanish localization has been
    contributed (by Eloi Montañes).[1]
2.  I have further simplified the localizer's task.  For example, the
    localization files no longer redefine the mm package's "ISODATE"
    macro.[2]

Very little *roff knowledge is now needed to contribute a localization
file if you start from another language as a template.

There is a text file in the source tree that serves as a guide.
