It has a Savannah ticket, opened in response to a 2014 thread on this list: http://savannah.gnu.org/bugs/?57462 Its lack of action I ascribe to the limited number of groff developers and the large number of open Savannah tickets, which has hovered around 350 for quite a while now. That said, over 150 have been closed as Fixed since 1.23 came out just over a year ago, so the fairly consistent total isn't a sign of dormancy. There's just a hefty to-do list, and users insist on opening new tickets at about the same rate they're being fixed.
