This at least looks confusing to me. Will Firefox have a list of possible homepages, and then send some answer to Mozilla for a random sample (or all) of those?
That is at least how I expect it to work, and "collect the value" can be interpreted in multiple ways. I suggest someones writes a nice explanation of how this works.
