I can see how the name can be confusing. Content Services Services is a good 
name :-)
I planned to have the module encompassing other things, including the markup 
for the remotely hosted newtab page, which will be made in the fashion of FHR, 
and other similar sub-modules.

Content Services Infrastructure seems like it would do the trick.
