Sure, the EME keeps the details of the CDM and such sandboxing outside its scope, an intentional decision by the W3C working group. Sandboxing was raised.
There is a difference between rejecting the possibility of sandboxing and rejecting the requirement for sandboxing. Which one of those two (or neither?) are you talking about?
