"All applications have a default quota configuration, the 'free
quotas', which should allow for roughly 5 million pageviews a month
for an efficient application."

It's always been a goal to provide more than just a taste test, so if
they are now trying to kill off small apps then it is a new idea and
not a response to 'people taking advantage', as some people have
described it elsewhere.
