We distribute a particular set of symmetrically-encrypted files,
and would like to give Apple users the ability to decrypt those
using a simple terminal command-line, without the need for them
to "install" anything on their computers.

At risk of sounding disloyal to GnuPG, this isn't a very good use case for GnuPG. Even GnuPG 1.4 is way, way too much hammer for your task.

If I was distributing purely symmetrically encrypted files and didn't need sophisticated PKI management or signatures I'd probably use rage. Prebuilt MacOS binaries are available.
