There exists public-key algorithms that are resistant against quantum computers, see https://en.wikipedia.org/wiki/NTRUEncrypt for example, an overview can be found on https://en.wikipedia.org/wiki/Post-quantum_cryptography . However, they are usually not as well analysed als ElGamal and RSA, and they often require quite large keys to be secure against known attacks. For these reasons I would not trust them yet. -- ir.
