You are, of course, assuming that the reporting is correct in its implication that the defendants either admitted to having access to the keys, or that it has been proven that they do have the keys. I remember a lot of discussion at the time that the RIP bill was being pushed through about the difficulty of proving that you don't have access to a particular piece of information.
