In Arch most packages already contain the required files for development. There isn't really a separation between development packages and usage packages. Only exceptions I'm aware of are explicit packages to contain the headers (for example linux-headers and vulkan- headers).
So maybe this could just get fixed by adding a symbolic link in libcurl-gnutls, I assume.
