The tooltip is telling you that if you click on that wrench-screwdriver icon it 
will pop up a context menu that lets you select whether to hide placeholder and 
hidden accounts, the default being to hide both.

Is this a multi-split CSV? That requires an account column and disables the 
account combo, including the wrench-and-screwdriver button.
